近日，全球能源互联网（GEI）标准管理委员会委托国电环境保护研究院有限公司组织开展GEI碳足迹与碳排放标准技术委员会（以下简称标委会）筹建工作，该标委会聚焦电力行业碳排放监测、碳排放核算、产品碳足迹量化，制定相关技术规范、测试方法、运维规程等，旨在构建电力行业碳足迹与碳排放标准体系。现本着广泛参与的原则，面向国内外公开征集第一届标委会委员，有关事项通知如下：

一、征集范围

国内外碳足迹与碳排放领域行业协会、科研机构、高等院校、认证机构、检测机构、代表性企业等单位的专业人员。

二、资格条件

（一）中国籍委员应为中国境内依法设立的法人组织任职的人员，并经其工作单位同意；具有高级及以上专业技术职称，或具有相对应的专业技术职务。

（二）非中国籍委员应为碳足迹、碳排放相关领域技术专家，获聘副教授 、教授、研究员及以上，或具有相对应的专业技术职务；具有一定的声誉和影响力，秉持国际中立立场，能够公平公正履行职责。

（三）熟悉碳足迹、碳排放相关领域标准工作，具有较高的理论水平、扎实的专业知识和丰富的实践经验。

（四）热心标准化事业，能积极参加技术委员会的标准化工作，包括行使委员投票表决权利、提出标准制修订工作建议、参与标准技术审查等。

（五）符合《GEI标准技术委员会工作细则（草案）》（附件1）规定的其他条件和要求。

三、报送材料及要求

（一）中国籍委员请填写委员登记表（附件2）纸质材料一式2份，并由所在工作单位加盖公章后快递至通讯地址；同时，将委员登记表电子文档（签字盖章后PDF版）发送至联系人邮箱（文档命名为：GEI碳足迹与碳排放标委会委员登记表-单位名称-姓名）。

（二）非中国籍委员请填写委员登记表（附件2）电子文档（签字后PDF版），并发送至联系人邮箱（文档命名为：GEI碳足迹与碳排放标委会委员登记表-单位名称-姓名）。

（三）材料报送请于2026年8月31日前完成。

Notice on the Open Recruitment of Members of Global Energy Interconnection (GEI) Carbon Footprint and Carbon Emissions Standards Technical Committee

To all relevant organizations and experts:

Recently, Global Energy Interconnection (GEI) Standards Management Committee has entrusted Guodian Environmental Protection Research Institute Co., Ltd. with organizing the establishment of the GEI Carbon Footprint and Carbon Emissions Standards Technical Committee (hereinafter referred to as the “Technical Committee”). The Technical Committee focuses on carbon emission monitoring, carbon emission accounting and product carbon footprint quantification for the power sector, and develops relevant technical specifications, test methods, and operation and maintenance procedures, aiming to establish a standard system for carbon footprint and carbon emissions in the power sector. In accordance with the principle of broad participation, members for the first session of the Technical Committee are hereby openly solicited from both domestic and international candidates. The specific requirements are outlined as follows.

I. Scope of Solicitation

Professionals from industry associations, research institutions, higher education institutions, testing and certification bodies, and representative enterprises in the Carbon Footprint and Carbon Emissions sector, both domestically and internationally.

II. Eligibility Requirements for Members

1. Chinese members shall be personnel employed by a legal person duly established within the territory of the People’s Republic of China and shall obtain approval from their employing entity. They shall hold senior or higher professional and technical titles, or hold equivalent professional and technical posts.

2. Non-Chinese members shall be technical experts in the Carbon Footprint and Carbon Emissions sector ，hold academic titles of associate professor, professor, research fellow or above,or hold equivalent professional and technical posts. They shall enjoy certain reputation and influence, maintain an internationally neutral position, and be willing to perform their duties fairly and impartially.

3. Be familiar with standardization work in the Carbon Footprint and Carbon Emissions sector, with strong theoretical foundations, solid professional knowledge, and extensive practical experience.

4. Be committed to standardization activities and able to actively participate in the work of the Technical Committee, including exercising voting rights, proposing suggestions for standard development and revision, and participating in technical reviews of standards.

5. Meet other conditions and requirements stipulated in the “Rules of Procedure of GEI Standards Technical Committee (Draft)”( Annex 1).

III. Submission Requirements

1. Chinese members shall submit two hard copies of the Registration Form for Members of the GEI Standards Technical Committee (Annex 2). The hard copies shall bear the official seal of the employing entity for authenticity and be delivered by courier to the specified mailing address. Meanwhile, submit the electronic version of the registration form (signed and sealed PDF version) to the email address of the Secretariat contact person (the document shall be named in the format: GEI Carbon Footprint and Carbon Emissions Standard Technical Committee Member Registration Form - [Organization Name] - [Name]).

2. Non-Chinese members shall submit the electronic version of the Registration Form for Members of the GEI Standards Technical Committee (signed PDF version) to the email address of the Secretariat contact person (the document shall be named in the format: GEI Carbon Footprint and Carbon Emissions Standard Technical Committee Member Registration Form - [Organization Name] - [Name]).

3. All submissions shall be completed by 31‑Aug‑2026.
